Update Belgium - Proposed changes electronic invoicing VAT legislation - Really a breakthrough?

On 13 November 2009 the Belgian Council of Ministers has approved the draft changes to article 1 of the Royal Decree n° 1 of the Belgian VAT Code with a goal to simplify the rules as regards electronic invoicing in Belgium.
