Electronic invoicing on the move
Last year, the European Commission has presented a report which identified the key difficulties with regard to (electronic) invoicing. Consequently, the European Commission adopted on 28 January 2009 a proposal to change the (electronic) invoicing rules. The aim of this proposal was to increase the use of electronic invoicing, reduce burdens on business, support small and medium sized enterprises (SMEs) and help Member States to tackle fraud.


One and a half year later, on 13 July 2010, the ECOFIN (Council of the European Union) has adopted a VAT Directive aimed at simplifying a variety of invoicing requirements including electronic invoicing. Member States have to bring their national legislation in line with the new provisions by 2013. By the end of 2016, the European Commission again should come up with a report analyzing to which extent there is indeed a decrease in administrative burden for business in the field of invoicing.
